Meet José F.Papí

José is Founder & CEO at Etelätär Innovation. He is a renowned international transport expert leader for almost 30 years with an outstanding academic background and expertise in leading positions in prestigious organisations both in the EU and beyond.

In the past, he worked for the Directorate-General for Transport of the European Commission, for the CIDAUT Foundation (Spain) and for the European Road Federation (ERF), where he held the positions of Head of Office and Secretary General. He also served as Director General of the Spanish Road Technology Platform. He has participated in 30+ EU-funded projects, having acted as Director in 18 of them.

In addition, he has conducted an extensive consulting activity as a transport & mobility specialist in Eastern Europe & Northern Africa (EU, WB). He holds two Master's Degrees (Economic & Business Sciences, Law) and a Master’s in International Business as well as a PhD in Civil Engineering. He was the 1st European to complete the Transportation Leadership Graduate Certificate jointly organised by 12 U.S. Universities, where he specialised in Quantitative Methods for Transportation, Transportation Security, Public Transportation and Transportation Planning & Environmental Compliance.

He coordinates and oversees all activities conducted by Etelätär’s team and actively participates in all meetings, events and conferences. Due to his deep knowledge and expertise, as well as his experience in project management in related and/or similar Research and Development European and international projects, he brings to the KEYSTONE table a portfolio of innovative solutions, aligning closely with the goals of the KEYSTONE project.
