Justin Martin works at the Irish Road Safety Authority (RSA) as Head of Enforcement. He oversees a multidisciplinary team of officers who enforce both national and EU regulations about commercial vehicles and their drivers. This includes regulations on vehicle roadworthiness, driving and rest time rules, tachographs, operator licensing, driver CPC and the posting of drivers.

Since joining the RSA, Justin has held roles in developing vehicle standards, managing outsourced contracts, and policy development. In 2018, he completed a six-month secondment with the European Commission’s Directorate General for Mobility and Transport (DG MOVE).

Additionally, he is a Chartered Engineer and in 2020, he completed an MBA at the University of Galway, further enhancing his leadership and management skills. He is a member of the Management Board of Corte, reflecting his significant contribution to the field of road safety and transport regulation.
